In a large mixing bowl, using a hand mixer, beat the softened cream cheese, mayonnaise, and ranch seasoning.
Fold in the diced celery, carrot, and shredded cheese.
In a second mixing bowl, stir the shredded chicken and Frank's until the chicken is fully coated with sauce.
Add the chicken to the first bowl and gently stir to combine all of the ingredients.
Place the flour tortillas on a large work surface and divide the buffalo chicken mixture among the tortillas.
Spread the mixture over each tortilla, covering them completely.
Tightly roll the tortillas, wrap with plastic wrap, and refrigerate for at least 30 minutes before slicing.
When you are ready to serve the pinwheels, remove the plastic wrap and cut each rolled tortilla into 6 slices.
