In a small mixing bowl, combine the avocado oil, honey, lime juice, chili powder, cumin, garlic, salt, and pepper.
Add the shrimp and stir to coat. Allow to marinate in the seasonings for 15 minutes.
For the dressing, combine the cilantro, garlic, avocado oil, lime juice, agave nectar, and sea salt in a blender. Blend on high speed until smooth. Refrigerate until ready to serve.
